Market-rate housing is an apartment that has no rent restrictions. A landlord who owns market-rate housing is free to attempt to rent the space at whatever price the local market may fetch. In other words, the term applies to conventional rentals that are not restricted by affordable housing laws. A Below-Market-Rate (BMR) home is a home that is priced to be affordable to households that are low to moderate income. Usually, the BMR price is lower than the prices of similar homes that are being sold on the open market. BMR owners must occupy the home as their primary residence and cannot rent the home. Below Market Rate (BMR) housing program The Below Market Rate Housing Program is intended to increase the supply of affordable housing in Menlo Park. As part of the program, residential and commercial / industrial developers who build in the City of Menlo Park are required to contribute BMR housing units and/or BMR housing in-lieu fees.

In these Public Housing sites, residents are offered below market rate rent or rental subsidies. A Below-Market-Rate (BMR) home is a home that is priced to be affordable to households that are low to moderate income. Usually, the BMR price is lower than the prices of similar homes that are being sold on the open market. BMR owners must occupy the home as their primary residence and cannot rent the home. In late 2017, City Council initiated a two phase process to make updates to the City’s Below Market Rate Program Requirements. This process was completed in June of 2019. Highlights of the major changes are detailed below. Phase II Major Changes: Below Market Rate Rental Housing Program The City of San Mateo has a Below Market Rate Rental Program that serves households whose incomes range from very low to moderate. Apartments are available at different income levels at various locations throughout the city. They are individually owned and operated. A Below-Market-Rate (BMR) unit is a unit that is priced to be affordable to households that are moderate income or below. Moderate income is defined as an annual income of 120% or less of the AMI, and varies depending on the number of people in the household.
